1. Rationale

Accreditation and certification is often considered a step towards establishing a culture of quality – sustained and maintained by defining objectives, developing capacity to achieve them and evaluating whether they are achieved. Being a gatekeeper for assuring quality at its threshold, accreditation identifies institutions/programs with adequate academic and administrative resources, reinforces mission-based approach to evaluation, buttresses academic freedom via people empowerment, and provides a firm foundation for the institutions and its programs. Ultimately, it serves the needs of the public by keeping education strongly adhering to the highest standards of excellence, commitment to academic values and reservation from political realm.

Accreditation is predicated upon validated assessment criteria and processes of institutional self-survey and external evaluation to provide an accurate picture of the institution or its programs. Said criteria and processes, premised on satisfactory indicators of quality, should be applicable both in the local and international levels.

Today however, increasing mobility of the workforce, internationalization of curricula, transnational delivery of programs, credit transfer and electronic delivery modes have become the inevitable trend. In the light of these rapid advancements and international market demands, institutions and programs should be re-adjusted in terms of content knowledge and pedagogical approaches. Likewise, accreditation standards and processes be re-examined and consequentially re-adjusted to exact measurement of an institution characterized by quality, relevance, efficiency and effectiveness.

In response to these issues, CPSC sponsors the program on Accreditation and Certification: Needs and Implications in conjunction with the National Institute for Technical Teachers Training and Research (NITTTR), Bhopal, India. It is hoped that the sharing of ideas and discussions will be productive and worthwhile in providing the basics of national, regional and international accreditation: its philosophies, methodologies and practices.

2. Objectives

The main objective of the program is to enhance the capability of the participants in improving and/or sustaining accreditation and certification methods and practices. Special lectures and theme papers, field and institutional visits as well as experience sharing and round table tasks would be an excellent opportunity for them to contribute significantly in the quality management systems of their respective institutions.

At the conclusion of the two-week program, the participants are expected to:

2.1 Recognize the role of Colombo Plan Staff College (CPSC) in regional accreditation and
certification
2.2 Justify the needs for an Asia Pacific accreditation and certification system in technical
education and vocational training
2.3 Identify the fundamental concepts and approaches to accreditation and compare it
with the APACC model
2.4 Discuss and evaluate the elements that make up the framework of a workable
accreditation scheme
2.5 Determine the steps leading to procedures and processes of accreditation
2.6 Define the principles of international accreditation based on ISO standards and map
out salient activities in obtaining ISO certification
2.7 Examine quality improvement programs of other institutions through experience
sharing of lessons learned, best practices, challenges and opportunities
2.8 Organize, develop and justify reports on the proposed accreditation framework,
procedures and processes

8. Date and Venue

The course shall be conducted at the National Institute of Technical Teachers Training and Research (NITTTR), Bhopal, India for a period of two weeks from 18 to 29 April 2005.

The following course facilities would be required for smooth conduct of the program by hosting Institution:

9.1 Conference Hall and Computer Laboratory with audio-visual systems and
multimedia projector, and 25 Multimedia Computers with Internet connection
9.2 25 Headsets for listening VODs
9.3 One (1) High-Class Computer with Internet connections for Resource Persons
9.3 MS Office 2000/XP and Web Browser
9.5 Four workshop rooms with necessary arrangements (furniture and one computer
attached with printer, white board or flip chart) for workshop sessions
9.6 Photocopying Machine and Digital Camera (for documentation purposes)
